Tom, this depends on the manufacturer. A few years back, this was being done done in response to shooting incidents and potential laws to be passed. Many of those proposed laws never passed and most manufacturers relaxed or stopped the practice. A large portion of manufacturers still test fire firearms and don't include the casings. A few still do though.
