Ian, Most free states you do not need a license to legally purchase a firearm. I would contact your local Police Chief or Sheriff and they should be able to walk you through the process for your municipality.

California you don't need a license... just fire arms safety card ($25) test... and DL second firm of ID (electric bill) and clean record
