Could someone tell me what the scope rail is attached with? I wanted to take off the rail and apply thread lock before mounting my scope, but none of my hex keys seem to fit (standard or metric). Thanks for answering what might be a silly question.

I just put the scope on mine.  It has not come loose in 5 years.

Just the 4 screws hold it on.  Not sure what the size is but what Tom said... it aint going anywhere. Believe 20 in lbs is torque spec.
