Arthur, both are excellent rifle choices. In this case I would recommend the Ruger series of rifles to you. Rugers are mighty hard to beat when you get down to brass tax. They are rugged, accurate out the box, proven performers and should last a lifetime. The same can be said of Springfield, so there is one deciding factor - (Cost to functionality, durability "Ruger Wins hands Down". When the cost difference doesn't really get you that much more(other than Status), the Ruger will serve you well. --- Mercedes vs Honda comes to mind --- (Way more hondas on the roads).
SIGM400, its a Sig Sauer and chambered in 5.56 NATO. It has an outstanding warranty, 10round capacity, great for any purpose and comes with all you'll need. It won't break the bank either at $800. Its a super nice rifle that will last a lifetime. Its a shame you're limited to New York legal rifles... But even so, I'd love to own that Sig even where I'm at. It may very well end up as a Christmas gift to my son this year, (just so I can shoot it too).
