Tomy, There is no best weapon. She should try a bunch at a rental range. How much you want to spend? Will she carry the firearm? Is she gonna train or will it just sit in the night stand drawer? I'd recommend a Sig P365. With night sights. If you want to spend half as much and the firearm is gonna sit in a drawer go with the Taurus G2C.
That's an open ended question. Is she new to handguns or is she like Lena miculek. It all boils down to experience, and preference. Personally I could recommend a small 9mm like the Springfield xds due to relatively inexpensive ammo for practice/training and fairly light recoil. But best thing to do is to test shoot as much as possible either at a range that rents out firearms or round up friends and family that have a variety of handguns to shoot and go from there.
My opinion is with a small frame revolver making it the most functional easy to use point and shoot weapon I must advise an instructor tutorial before engaging any weapon usage
