FFL is a Federal Firearms Lic. that all gun dealers must have to sell guns. It is not legal for someone to ship a firearm in the Us mail but what they don't know won't hurt them if you do just don't ship any ammo with it.

Simple terms it's your local gun shop, they need to receive the firearms you purchase online so they can conduct a background check and then complete the transfer of those firearms.
