Hi, I am not a lawyer and this is not legal advice. This seems to be complicated as you are dealing with 3 different states. Fortunately, all 3 states have favorable gun laws. There are no residency requirements for buying a rifle or complete lower for someone who lives in Ohio. As for Kentucky, there is no need for a permit and you are required to show state ID (any state) in order to conduct a background check and initiate firearms purchase. The problem is your friend's Florida driver's license. Under Florida law, you have a 3 days waiting period for firearms, meaning that your friend can have the gun right away and need to wait 3 days after the background check is cleared. Now, here's where I am not sure. Since your friend lives in Ohio and not Florida, my take is that your friend can ignore Florida laws and only mind himself with Ohio and Kentucky laws.
