The bolts are decocked. You must pull the rear of the assembly all the way back and rotate it before the bolt will fully go into the receiver.
The bolt is decocked. To cock bolt, remove bolt assembly from the rifle (pull trigger). Hold bolt assembly in the left hand, pull back the bolt with the right hand, and rotate clockwise. Bolt assembly can now be installed.
