Jason, in Minnesota you need a permit to purchase handguns and not long guns. Possession of a valid, Minnesota Permit to Carry constitutes a permit to purchase. You do not need a separate permit to purchase. Details under (Options for Obtaining a Permit to Purchase/Transfer) here : https://www.budsgunshop.com/feeds/state_reg/minnesota_restrictions.pdf
Jason, If the rifle does not fall under the MN assault weapon list you need no special carry permit or special paperwork to purchase a long gun in MN. Only paperwork will be the form 4473 for the transfer from your FFL.
