Gary, The quality of the scope. The 28028 has a Vortex scope that is very nice. The model 2800 has a much lower quality scope that most shooters replace on that model.

Gary, 28028 has the higher quality Vortex Crossfire II 3-9x40 Scope With BDC Reticle and the 28000 has the lower quality Bushnell Banner Scope. The difference is well worth the better glass Sir. Cheers and stay safe!
