Hi,
I am assuming that you are talking about this (https://www.budsgunshop.com/product_info.php/products_id/35151) and not this (https://www.budsgunshop.com/product_info.php/products_id/35190). It seems to me that Buds has the product mixed up as the first product is corresponding to the UPC number you give on other retailers but not Buds. According to other retailers and Rock Island website, 4806015514312  "GI Parkarized" is CA legal. I hope this helps.
