If it's a "pistol" then No!

It is an adjustable pistol arm brace. If it was an adjustable rifle stock with that short barrel it would require permits and lots of money, if even that would make it legal.

As with so many stated "it is an extendable arm brace" but ATF has pretty much stated sometimes people may bring it up to their cheek shouldering it accidentally and that is alright. So in that regards it can be an extended rifle stock in theory but still considered an arm brace. To change it to an actual stock it would take a $200.00 tax stamp and a lot of time waiting for it to come back before it would be legal for you to have it together as such.

Stocks and arm braces are two separate entities deployed on different weapon classes. To skip over debates, (which if interested, look up your question on any reputable gun forum, and feast your eyes) arm braces (or stabilizing braces) are attachments that can be adhered to pistols to assist in additional stability. There has been much dispute over the "Proper execution" when using them, but as per the ATF opinion, a brace is not a stock (understand this is an opinion, not a rule, so stay smart). Concerning adjustability, this specific brace can be adjusted to increase or decrease the over all length of the brace, designed to appeal to a larger pool of people, despite the user's size and arm length. As I have several "rifle caliber pistols" with braces, they serve their purpose, and well, but just keep in mind what is more important to you.
