Timothy, unfortunately it is not NYS compliant. It has too many NYS restricted features as listed under Rifles here : https://www.budsgunshop.com/feeds/state_reg/new_york_restrictions.pdf

No sir, Timothy. This Ruger has so many illegal NY features, I'm not sure you can count them on one hand. Collapsible stock, pistol grip, flash hider, threaded barrel, not to mention 30 rd magazine.
