yes it is even though it is not on the CA DOJ approved list "*Permissible handguns that are NOT on the handgun roster: ✔ Single-action revolvers that have at least a 5 round capacity with a barrel length of at least 3 inches and an overall length of at least 7½ inches are permitted" however I recommend that you verify this with the local FFL that would be doing the transfer

Hi, Ruger Wrangler is CA legal. It's roster exempt as all revolvers with barrel length greater than 3" are roster exempt provided they are single-action only at time of purchase. I hope this helps.
