Duane, It is just a unique ring on the bullet. I don't think it has a specific purpose. I have 400 rounds of the 308 and the ring is there as pictured and it actually shoots .75MOA at 100 yards in my Rock River Arms .308 AR-10. Cheers and stay safe!

This should eliminate any ring (or dent) that forms on the bullet jacket during seating. Sharp edges on a seating stem can cause a ring to be pressed into the bullet jacket.
