Capt. Bob, CA compliant means the Manufacturer has submitted a firearm for certification to be sold in the State of CA. You can check makes of pistols by Model Number to see if they are on the CA DOJ Approved Roster here : https://www.oag.ca.gov/firearms/certified-handguns/search?make=All
Capt Bob, that just means it is on the CA DOJ handgun roster, approved by the state of CA. Will not have threaded barrel.
Capt. Bob, Yes, the manufacturer would have to pay the CA ransom/fees and meet all criteria to be listed by the CA AG to put the firearm on the CA approved roster. CA has not added any guns in years except a couple of 22 lr rim fire pistols.
Everything/one in CA is handicapped my friend, be happy if you live in a free state if not pack up and head to one asap. But remember what things were like when you vote in your new home, and vote like a "not" Californian
CA compliant means that S&W paid for and submitted this model to the CA DOJ for testing and inclusion on the CA DOJ approved list IE they paid Blackmail money to CA to be allowed to sell you their product
