Anthony, no Sir. It comes with a 25rd Magazine. I have heard from other members that if magazine capacity is the ONLY state restriction that some Buds personnel have offered to remove/replace magazines. I would contact Buds Customer Service to see whether or not they will at 1-859-368-0371 9am-9pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.

It comes with a 25 round magazine however: Bud's can remove the mag from the box if that's the only reason it isn't compliant in your state. You'd have to find a 10 round mag for it, but they are out there..
