Yes, CA compliant only means that it's on the CA DOJ Roster and can legally be purchased by Californians, but you can absolutely purchase one if you do not live in CA.

The state of California has a website where they list all CA compliant handguns, you can browse through the list. Or search by manufacturer, so basically if its on this list tour good to go https://oag.ca.gov/firearms/certified-handguns/search But alot of these guns are hard to find, and the list is shrinking as every year California removes more and more guns off the list, so that eventually their NEW even more restrictive qualifications can go into effect.
