I would.think that would be fine, but I'd double check with a local ffl. On buds NJ compliant pdf it says .22 tubular is exempt but makes no mention of .17 "✔ Semi-automatic rifles capable of firing only .22 caliber rimfire ammunition in a tubular magazine are exempt" https://www.budsgunshop.com/feeds/state_reg/new_jersey_restrictions.pdf
Bud, semi-automatic rifles capable of firing only .22 caliber rimfire ammunition in a tubular magazine are exempt from the 10 round limit. The .17 Henry Golden Boy is no good in NJ.
Bud, lever action rifles do not carry the same restrictions as semi-auto's and the .17 Henry Golden Boy is a legal rifle in NJ. You can confirm this with your local FFL Dealer. Cheers and stay safe!
