David, I would highly recommend the Savage 555 E O/U as a cost effective, well built, highly reliable O/U : https://www.budsgunshop.com/product_info.php/products_id/24730/savage+22592+555+e+over%2funder+12+ga+28+3+walnut+stock+silver+engraved+rcvr
It is really important that he try some in a shop. Being fitted for a shotgun is crucial as no two companies use the same length of pull and one that points and swings well for you may not feel as good to him. It's really up to the individual on what works the best. Of course, you can have a pad added to increase length of pull, and etc but something to keep in mind. The least expensive shotgun I own is a Weatherby Orion Sporting model, it's a pheasant and sporting clays gun for me and has proved to be a good value. It has a lot of features for it's price like an adjustable comb.
David, The CZ Drake is a great gun for the price. Shoots, looks, and feels like an O/U that cost twice as much. I love the right handed model. Here is the link to the southpaw model-----------https://www.budsgunshop.com/product_info.php/products_id/52116/cz+drake+southpaw+12ga+28+left+hand+%285%29+choke+tubes
