James no, you must have ID for the State of purchase or a handgun must be shipped to your state of residence. Buds ships free and you would save having to pay tax by just purchasing and having it shipped to an FFL in WV. (Handguns must be shipped and transferred in your state of residence to comply with your local firearms laws).
