NO, it DOES NOT have velcro straps to keep rifle in position and secure. The mag holders are inside two separates zipper area. So it is technically inside the case. Material is 1000D HEAVY-DUTY NYLON. CHECK REVIEW HERE ( youtube.com/watch?v=IogEetfabpU ) I hope this helps
