Both, the barrel is not really the issue. A .355" bullet in a .357 barrel should be fine, depending on bullet type (pure lead vs. jacketed) a slightly small lead bullet can obturate to fill the bore completely but either way it isn't much of a concern to shoot something very slightly undersized. The cylinder on the other hand does not work with both cartridges and as such this model comes with two, one for 9 and one for 357.

Two cylinders.  The 357 cylinder would also shoot 39special, so 3 different cartridges.

Thomas, This particular model comes with 2 interchangeable cylinders and allows you the option to shoot either 9mm Luger or .357 Magnum/38 Special. The actual barrel bore works for both calibers. At one time I had seven .357s, all quality. Their bores varied from .3555 to .3598. Cheers and stay safe!
