Manufacturers designate some of their products as L.E. only. They offer a discounted price for those in law enforcement or other qualified professionals. Civilians are not eligible for the discount and the dealer must adhere to the manufacturers guidelines.

It is a way for the gun manufacturers to give back to LEOs and Veterans, these lower prices an "QP Only" are designated by the manufacturer, the seller ( buds or any other retailers) are prohibited from selling to non QP. It is kind of frustrating to see those low prices, and not be able to get them but these are difficult professions and I understand why they do the QP discount. Wish I'd known about these back when I was still fire fighting.
