Yes. The rifle is drilled and ready for a scope mount. The rail the rifle comes with does not work with many scopes, so you may need to purchase an additional rail.
As others have said yes, it does come with a weaver rail that you can mount but it is limited on where you can mount your optics, I bought an NC star 1913 mil standard pic rail for mine, it is compatible with way more mounts. https://www.amazon.com/NcSTAR-MRUB1022V2-Ruger-Mount-Black/dp/B00VFVV7P0
