No, nearly all firearms (Black powder being the exception) must be shipped and transfered through a licensed gun dealer the mp 15-22 is no exception.

Wilfred, no Sir. Firearms must be shipped and transferred through a local FFL dealer by Federal Law. Only certain Black Powder Firearms and Muzzle Loaders can be shipped directly to your home. Cheers and stay safe.
