NO, NOT CA Compliant even with 10rd mag. A large number of features on Savage MSR10 is illegal in CA (pistol grip, detachable mag in semi-auto, etc). Check CA restriction HERE ( https://www.budsgunshop.com/feeds/state_reg/california_restrictions.pdf ). I hope this helps
