Yes, you can shoot a .22 short in rifles that accept the .22 LR.

Yes, If it's a bolt action or a single shot,,, There is no problem with safety. It's possible they wouldn't be as accurate as a with a long rifle cartridge,,, The rifling twist is probably optimized for the longer bullet. Rifles made for .22 Short only had a different twist rate,,, I can't remember if it's less or more twist.
