No, all firearms (including shotguns) must be shipped to an ffl, this is a federal law and applies to all states, CA has some of the stricter gun laws in the country. So yes you'll need to have a shotgun shipped to an ffl to complete the transfer.

Michael, the answer is no. All firearms must go thru a FFL in all states.

Michael, no Sir. Other than some black powder muzzle loaders, All center-fire firearms must be legally transferred through a Licensed FFL Dealer as required by Federal Law. Cheers and stay safe!
