Chris, yes Sir. Lever and bolt rifles do not have the same restrictions as Semi-Auto rifles. Cheers and stay safe!
Yes, this rifle is good to go in NY. ".22 LR caliber rifles of any action with tube-fed magazinesof any capacity are permitted. (i.e. semi-automatic, bolt, lever, pump, or slide - does not include fully-automatic" https://www.budsgunshop.com/feeds/state_reg/new_york_restrictions.pdf
It's definitely compliant but as with any firearm it's possible to call your local sheriffs office if there are any doubts. Here is a link directly from buds with state ordinance laws. I hope you enjoy the rifle! https://www.budsgunshop.com/feeds/state_reg/new_york_restrictions.pdf
Good news, being it's a non-semi auto, and there's not a removable magazine, it should be compliant here in NY.
Chris, it is good to go in NY. Even though it hold more than 10 rds, it is .22lr with a tubular magazine, which is allowed in NY. https://www.budsgunshop.com/feeds/state_reg/new_york_restrictions.pdf
