According to Armscor sight, the only 10mm with 16 rounds is the Ultra FS HC and it doesn't have an attachment rail on it, so am I missing something?

You'll notice Buds descriptions or photos are often incorrect. Ironically I'm told lots of the information is provided by the manufacturers. You're one of the smarter shoppers. Lots of people buy assuming the info is gospel. They have an insouciance for facts and believe what they wanna believe. If it seems to good to be true, it probably is.
