Ezra, if magazine capacity is the ONLY state restriction Buds personnel will remove/replace magazines. I would contact Buds Customer Service to make sure they are still doing thisat 1-859-368-0371 9am-9pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.

You can use Buds high capacity magazine removal service, which is where they'll remove restricted magazines, and ship the gun with no magazines. Buds does not replace the magazines with state compliant magazines, you will need to purchase those separately, Glock does make a model that comes with 10 rd magazines, it may be more cost effective if you find that model in stock.
