According to this link, if you look the diagram that lets you rotate the gun around there is no markings with the word tactical in it. It does come with the items you listed. Hope this helps!

According to hk website it's not marked tactical, it comes with 3 magazines and everything else you listed

It does say tactical on left side slide (this is a stock photo) it does come with night sights, 3magazines, 3 interchangeable back straps and six grip side panels, its a tactical LE model. Its just like you described.
