Taylor, you can get a refund anytime you do not get transferred a firearm for any reason. If your NICS comes back pending, the FFL can still transfer the firearm after these time lines  :  https://www.atf.gov/file/61086/download

"In the case of failed background checks and incorrect ordering original shipping charges are NOT refunded if the item is NOT found to be (d).effective Customers will be responsible for return shipping in these cases. These orders may be subject to a 10% restocking fee."
