Yes this is an "off roster" exemption, and meets all the following requirements, and IS able to be shipped to CA "​Permissible handguns that are NOT on the handgun roster: ✔ Single-action revolvers​that have at least a 5 round capacity with a barrel length of at least 3 inches and an overall length of at least 7½ inches are permitted."
