YES, Ruger AR556 is a good beginner budget AR 15. That being said, take a look at PSA AR 15, they might be slightly better for less than AR556.... a better bang for your buck (you probably going to save a decent amount of money). I hope this helps!
Ruger 556 MPR was the 1st AR15 i ever bought, and I love mine, I sold my second AR that I bought (springfield Saint victor) all my AR's going forward will be ones that I build, but I love my ruger, its been 100% reliable, and is very accurate and lightweight, this rifle will serve you well, keep it clean every 1000 rounds or so and it'll last along time, in my opinion this is a much better rifle then any of PSA's rifles.
Jordan, yes, an excellent choice for your first AR. Another one to consider would be S&W M&P Sport II.
