Descriptions states that mag is fixed to receiver. Does this mean mag-locked & the receiver can fall after the action is broken or does this mean perma-locked ala NY state compliant?

Carl, it is not permanent. On the CA model, the receiver take down pin needs to be pushed and the upper raised to disengage the magazine. Once reloaded, close the upper to the lower and push the take down pin back in. Demoed here  :  https://www.youtube.com/watch?v=PkX3fEMzTBM
