Yes this will mount to a Ruger PCC. or a PC Charger as this comes with a quic detach (QD) licatiny rail Mount, and Rugers PC series has a picatiny rail on top of the receiver. A reddot or an LPVO that has 1× as its lowest setting may be a little better for a 9mm carbine, as a 3x at closer distances will be more difficult to transition from target to target. If you plan on only shooting out past 50 yards this won't be an issue but 50yards or home defense distances it will not be ideal.
