Moshin, yes Sir it is when shipped without the magazine. Maryland requires a heavy profile barrel which this has. Cheers and stay safe!
Yes that's good to go as long as you use buds "high capacity removal service" (it'll walk you though it at checkout) I have the 18" version of this rifle and it is a fantastic shooter, with some really great features, the furniture is 1st class the 5R rifling and 1:8 twist, the rifle lenght gas system, chromed bcg, you may want to switch the muzzle brake out for a flash suppressor (i have a YHM Phantom on mine), and throw a light and some sights on it and its ready to rock.
