yes it would be MD compliant if you have it shipped with no mag and then get your own 10 round mag buds will ship with NO Magazine if that is the only reason that a gun is non compliant you would need to Contact Buds customer service (859) 368-0371 available 9AM to 9PM EST Monday through Friday or use the blue chat now button and they will help you with the order . No unfortunately this is not legal in Maryland. It needs to have a heavy contour barrel and this particular gun does not have one.

MOHSIN, unfortunately, it is not Sir. It has a 16" mid-weight barrel and MD requires a Heavy Profile Barrel.
No this one is a no go in MD as it classified as an " assault style weapon" however AR15's with a heavy barrel profile are not restricted. Here is a list of AR15s that are legal in MD http://www.blackanchorarmory.com/md-compliant-ars.html
