Semi-automatic rifles with a tube magazine that are capable of firing only 22lr are exempt from the 10rd capacity ban, the Rio Bravo is a lever action with a tube magazine so I'd think it'd be exempt as well but, I don't live in NJ, id ask a local ffl or at very least wait for Edward C (he answers questions on here and lives in NJ) to chime in, he's pretty well educated on NJ gun laws. https://www.budsgunshop.com/feeds/state_reg/new_jersey_restrictions.pdf
From what I read any 22lr with a manual action and tube fed is exempt from the magazine ban. So looks like you should be good to go.

Greg, yes you are good to go in The People's Republik of NJ with this rifle. I'm in NJ and I have a Henry lever action .22 that holds 16 rounds. The law states "Large capacity ammunition magazine" means a box, drum, tube or other container which is capable of holding more than 10 rounds of ammunition to be fed continuously and directly therefrom into a semi-automatic firearm. The term shall not include an attached tubular device which is capable of holding only .22 caliber rimfire ammunition.
