Eugene, just the NICS Check is sufficient Sir. No NFA laws apply since the barrel is 16.5 inches. Cheers and stay safe!
SBR or short barreled rifle currently only applies to rifles with an actual stock (braces don't count for now) and a barrel lenght of under 16" The barrel lenght on this rifle as 16½" so it is just a standard rifle and no additional steps are required to purchase it. This Rifle is legal in MD, full details on rifles here https://www.budsgunshop.com/feeds/state_reg/maryland_restrictions.pdf
Not it is just a rifle not a SBR no NFA stamp needed and it is legal in MD https://www.budsgunshop.com/feeds/state_reg/maryland_restrictions.pdf
Eugene, SBR's have barrels less than 16". You are good to go with this one.
