Either, single action when the hammer is cocked and double action if you manually de-cock it after chambering a round (a generally unsafe practice for a model like this without a decocker). The preferred operating and carry procedure with a round in the chamber is hammer cocked, safety on.

Ben, it is a Single Action/Double Action. Double Action first shot, Single Action thereafter or you can thumb the hammer for a 1st round Single Shot as well. Cheers and stay safe!
