No, the Neos was decertified from the roster of approved handguns in 2011. If you can find one for private sale in CA they are legal to own but you cannot have a new one shipped in.
Alfred, unfortunately, this model was not renewed by Beretta on the CA DOJ approved Roster. Many manufacturers simply got sick of the extra hoops and cost needed to keep their firearms CA approved unfortunately. Cheers and stay safe!
