It says it's California compliant, I'd contact buds customer service perhaps they can straighten this out for you at 859-368-0371 mon-fri 9am to 9pm. Hope this helps.

I would do two things I would contact your local FFL and verify that it is CA compliant then I would contact Buds customer service (859) 368-0371 available 9AM to 9PM CST Monday through Friday or use the blue chat now button (9am to 9pm Mon - Sat and 9am to 7pm Sunday) and they will help you . John, according to RIA website, it is CA compliant, however I cannot find this exact model on the CA DOJ roster (doesn't means it's not there, but I cannot find it).  I would contact Bud's Customer Service  at 1-859-368-0371 9am-9pm EST Mon-Fri. or use the Blue Chat now button at the bottom right corner 9am to 9pm Mon - Sat and 9am to 7pm Sunday.
