Yes this is legal in MI, this is classified by the ATF as AOW (any other weapon) and does not require a tax stamp.

Spencer, yes Sir it is legal due to not being classified as a Short Barreled Shotgun (due to the Birds Grip) and not a Shoulder Stock. Cheers and stay safe!
