No, this is not legal in NJ, and from the digging around i did it doesn't look like they make a version of the SCAR that is legal in NJ, for 308 you'd have to look at an AR10 in a NJ legal configuration. Collapsible / Folding Stock, pistol grip, flash hider, threaded barrel, and that's not even counting the 20rd magazine.
