Yes this is legal in Puerto Rico, it is a single spot rifle, and does not have the same restrictions that semi autos do. As for the barrel the picture shows a suppresor/ silencer. But this is not included with the rifle it is just to show you that the barrel is threaded so you could run a suppresor if you chose to.
