Yes, it actually is California compliant/legal. CA restricted features on shotguns are: 1. Being semi-auto and not having a fixed magazine. 2. Being semi-auto and having a folding/telescoping stock and a pistol grip or vertical handgrip. 3. Having a rotating cylinder. 4. Having a barrel length of less than 18". 5. Having an overall length of less than 26. So you're good to go. Hope this helps.
