Some places you have to qualify as a professional. Like a Police Officer, firefighter, EMT/Paramedic etc. Sometimes if it is used it might have been a L.E. trafe in. And sometimes like with HK pistols it means it has night sights. But i believe you may have to qualify as a 1st responder.
